Sen. Daniel Webster delivers the speech over the course of two days before the U.S. Senate in Washington, D.C. In it, he rebuts a proposal by Sen. Robert Hayne of South Carolina) that the federal government cede all of its lands to the states to be disposed of as each state wishes. But Webster also addresses the issue of slavery and defends the authority of the federal government, declaring, “Liberty and Union, now and forever, one and inseparable.” A painting of the event is first displayed in Boston in 1851.*
